This sounds like a file permission or file ownership issue.

If your not sure what file ownership means please do a search on the Joomla forums where you will find plenty of info.

Basically you need to get your host to give you ownership of files site wide.

I can set the permission levels to whatever I need, 777, 755, etc Is there certain files that need to be set for this to work? I cannot set all files to this high for security...

When compiling both:
/administrator/components/com_export_content/zip/..
and
/administrator/components/com_export_content/new_version/..
Need to be 777 but I think your problem may be a file ownership issue if you checkout this thread on the Joomla Forums it will be a bit clearer:

I read the thread but I have to say I used the old version of your software with no problem, if this thread was my issue why did it not effect my transfers before. Now, with this newer version I cannot get it to work. Has your software changed in relationship to this issue?

The old version may be still used when moving between 1.0+ sites.
however when moving from 1.0+ site to a 1.5+ site the newer versions should be used.

Changes have been made so content may be moved from non UTF8 sites over to the new 1.5+ setup.

That said I see no reason why the "compile for 1.5+" button should be trying to download the index2.php.

Does the same thing happen when compiling for 1.0+?

Has your host updated the php version on your server?

I would suggest that you contact your host and see if they have a solution as this can be caused by PHP not being correctly setup on the server.
