Do I need to create the Sections and Categories on the new website prior to the transfer process, or are they automatically created as part of the transfer?

Do I need to create the Sections and Categories on the new website prior to the transfer process, or are they automatically created as part of the transfer? No, you don't need to create section/categories. Export content will create the structure for you depending on how you transfer the data. it will all become clear when you attempt to import then transfer the content.
