BTW, I notice that the "active" items count at different stages changes by how many are unpublished.

It may be that you are compiling what appears to be a smaller section but it has a large number of unpublished items which are also being compiled at the same time.

Export content does not distinguish between published and unpublished it will compile all data selected in the section(s)/categories selected.
